A determination applies to a project advertised before it expires, and mid-year changes apply only to newly issued determinations (SFP 17-209; DOL FAQ #47). How do Maryland's prevailing wage rules work?
- Which projects. Public work contracts of $250,000 or more where the State is the contracting body and any State money is used, or a political subdivision is and 25% or more of the construction money is State money (SFP 17-201, 17-202).
- By locality and schedule. Rates are set for 24 localities (23 counties and Baltimore City), separately for Building and Highway projects. Highway includes what Davis-Bacon calls heavy (SFP 17-201(g); FAQ #4).
- No residential schedule. The portal offers only Building and Highway, and residential payroll data is left out of the survey (FAQ #26).
- Informational rates. The portal's rates are "for informational purposes ONLY". The rates that bind a project are in the wage determination the public body requests before advertising and puts in the bid documents (SFP 17-210).
- Once a year, plus adjustments. One determination a year, published on or about December 1 and effective for a year, plus supplemental rates. A court-ordered Laborer Group II increase took effect August 1, 2026 in 8 localities (DOL notice).
- Underground utility rates paused. On April 10, 2026 the Governor paused the new Underground Cable Splicer, Lineworker and Gas Mechanic rates. The portal still prints them; their pages say so (DOL directive page).
- Overtime. Time and a half for hours over 10 in a day, over 40 in a week, and on Sundays and legal holidays (SFP 17-214(b)).
- Borrowed rates. Where a locality lacks survey data, DOL uses the nearest comparable one; each such rate names the county it was borrowed from (SFP 17-208).
How we read DOL's data
We pull every locality's Building and Highway informational report from DOL's portal, read every row, and check every number with a second read and against DOL's rate workbook. DOL prints no total; ours is base plus fringe. How we check.
