Pennsylvania prevailing wage rates
Pick a county to see every trade's rate there, or pick a trade to compare it across the state. All 6,111 rates in force come from the Pennsylvania Department of Labor & Industry (L&I): PPWS county schedules from each county's newest determination (Oct 25, 2026).
L&I issues a determination for each project on request, and a craft's rate changes when its collective bargaining agreement steps, so there is no annual publication date. Rates are set per project: the public body gets a determination before bidding, and once the contract is signed its rates "shall not be altered" while it is in force (Act § 4). A determination must be re-requested if the contract isn't awarded within 120 days (34 Pa. Code 9.104(a)). Checked against dliweb.pa.gov on October 25, 2026. Federally funded work here also uses the Davis-Bacon rates, shown on each rate page; what changed in them.
Pennsylvania publishes no county rate schedule. These are the rates printed in each county's newest project determination; the binding rates for a job are the ones in that job's own determination.
What is the prevailing wage rate in Pennsylvania?
It depends on the trade and on the county where the work is done. Taking each trade's main rate in each county, L&I's figures run from $27.63 an hour (window film installer, Allegheny County) to $123.24 (electrician, Bucks County). Each figure is the base wage plus fringe benefits. Pick a county or a trade below for the exact rate.

How Pennsylvania's prevailing wage rules work
- Which projects. Construction, reconstruction, demolition, alteration or repair other than maintenance, paid for in whole or part by a public body, where the total project cost is over $25,000. The whole cost counts, so a private project with any public financing is covered (Act § 2; § 9.101; L&I FAQ).
- Locally funded highway and bridge work. Locally funded highway and bridge projects contracted after January 1, 2014 are covered only over $100,000 (L&I FAQ).
- Not covered. Maintenance work, projects where federal Davis-Bacon applies, off-site work, material suppliers and public employees. In-kind sidewalk or roof replacement, milling and repaving and real painting are not maintenance (§ 9.101; L&I FAQ).
- No county schedule: one determination per project. L&I issues the rates for each project through PPWS, on the public body's request. Each county page here copies the schedule printed in that county's newest determination and names it; the project's own determination is what binds (§ 9.104).
- Rates are locked, with scheduled steps. A signed contract keeps its determination's rates. The determination already lists dated steps, some years ahead, and contractors post them with their effective dates (Act § 4, § 9; § 9.103).
- Building or Heavy/Highway. Each determination has a Building grid and a Heavy/Highway grid, and the project's classification says which applies. Residential rates exist only inside a residential project's own determination (L&I FAQ).
- Overtime. The Prevailing Wage Act sets none. Pennsylvania's Minimum Wage Act requires 1½ times the regular rate over 40 hours a week; cash paid in place of fringes counts toward the regular rate, bona fide plan contributions don't (L&I FAQ).
- Classes and notes. Laborers, operators, painters and truck drivers are split into numbered classes; L&I's notes PDFs say which tasks or equipment fall in each, and they differ by county group (L&I prevailing wage page).
- Payroll and penalties. Contractors post the rates on site, file weekly certified statements with the public body and keep records two years. An intentional violation means three years' debarment (§ 9.108; Act § 11).
How we read L&I's data
We read each county's newest PPWS determination from L&I's site and check every number with a second read. The totals are the ones L&I prints. How we check.
Download the data
All Pennsylvania rates as CSV or JSON, plus one file per county on the data page.
Apprentice rates
Apprentice rates apply only to apprentices in a program registered with the Pennsylvania Apprenticeship and Training Council, within its ratios. Determinations list journeyperson rates only (§ 9.103(9)).
Pennsylvania prevailing wage questions
Is Pennsylvania prevailing wage the same as Davis-Bacon?
No. Pennsylvania's own rates cover state and local public works, and Davis-Bacon rates come from the U.S. Department of Labor for federally funded or assisted construction. Pennsylvania's Act doesn't cover projects where Davis-Bacon applies, so a job uses one schedule or the other (L&I FAQ).
How much does an electrician make on prevailing wage in Pennsylvania?
From $68.13 to $123.24 an hour for the main electrician classification, depending on the county; the median county is $80.11. See every county on one map.
How often do Pennsylvania prevailing wage rates change?
L&I issues a determination for each project on request, and a craft's rate changes when its collective bargaining agreement steps, so there is no annual publication date. This site shows PPWS county schedules from each county's newest determination (Oct 25, 2026), checked October 25, 2026.
Which L&I rates apply to my project?
Rates are set per project: the public body gets a determination before bidding, and once the contract is signed its rates "shall not be altered" while it is in force (Act § 4). A determination must be re-requested if the contract isn't awarded within 120 days (34 Pa. Code 9.104(a)).
Do apprentices get prevailing wage in Pennsylvania?
Apprentice rates apply only to apprentices in a program registered with the Pennsylvania Apprenticeship and Training Council, within its ratios. Determinations list journeyperson rates only (§ 9.103(9)).
